President Donald Trump has signed an executive order formally excluding several federal agencies and agency subdivisions from collective bargaining rights under U.S. labor law, citing national security interests.

The order, titled "Further Exclusions from the Federal Labor-Management Relations Program," affects agencies whose primary missions involve intelligence, investigative or national security work. The order will apply to several federal departments and agency subdivisions, including the U.S. Agency for Global MediaNational Aeronautics and Space Administration (NASA), the U.S. Patent and Trademark Office (USPTO), the National Weather Service (NWS) and components of the National Oceanic and Atmospheric Administration (NOAA).

The administration argued that these agencies handle sensitive technology, data and operations that intersect with national defense, intelligence and global strategic interests, making the standard federal labor-management framework incompatible with their missions.

Additionally, the order includes a provision extending the deadline for related actions by the Secretaries of Defense and Veterans Affairs, ensuring prior executive actions regarding labor exclusions can still take effect within a 15-day window.

The order, signed on Aug. 28, is effective immediately.

Trump amends Executive Order 12171 to strip union rights
