Gov’t watchdog: U.S. taxpayers funded $2M worth of gain-of-function research in Wuhan

The head of a government watchdog has disclosed that U.S. taxpayers bankrolled gain-of-function research at the Wuhan Institute of Virology (WIV) in China – to the tune of $2 million.

Adam Andrzejewski, CEO and founder of the government spending watchdog site OpenTheBooks.com (OTB), was behind this revelation. Last year, he revealed that $1.3 billion in U.S. government funds reached various entities in China and Russia – with up to $2 million being sent to the WIV. OTB partnered with Sen. Joni Ernst (R-IA) on an audit that uncovered the government funds flowing to America's adversaries.

"We wanted to know how many taxpayer dollars since 2017 floated into the adversarial countries of China and Russia – and the number was quite staggering," Andrzejewski told Michael Nevdarakis of Children's Health Defense during an appearance on "The Defender In-Depth" podcast.

Documents from the Government Accountability Office obtained by OpenTheBooks.com found that the National Institutes of Health (NIH) and the U.S. Agency for International Development (USAID) provided $2.17 million in grant funding to Chinese research institutions between 2014 and 2021. Of this amount, a $1.41 million sub-grant allocated by the Manhattan-based EcoHealth Alliance went to the WIV.

The institution based in China's central Hubei province conducted hazardous research on bat coronaviruses – leading to the Wuhan coronavirus (COVID-19) pandemic in 2020. It was only in September 2023 that the Department of Health and Human Services barred the WIV from receiving U.S. funding for the next 10 years.

Ernst and other members of Congress have called on the Department of Defense's (DOD) inspector general (IG) to investigate over $50 million the U.S. government provided in grants to Chinese research laboratories, as per an amendment to the National Defense Authorization Act of 2024. As a result, the DOD IG now has "six months to look back a decade and report back to the American people and Congress exactly how much U.S. taxpayer money ended up in China and these entities," Andrzejewski said.

Fauci never conducted oversight of grants

Calling the documents "a treasure trove of troubling information," Andrzejewski said the $1.3 billion that flowed to China and Russia included "about $59 million since 2017 on contracts with Chinese entities and contractors." Of this $1.3 billion, $70 million was used to fund the Chinese Center for Disease Control and Prevention (China CDC) and about $300,000 was allocated for ethical training for Chinese scientists.

"They were fudging data, they were abusing human subjects and patients in the clinical trials [and they were doing] other very unethical things," Andrzejewski said. He continued that the U.S. government itself is "acknowledging that they don’t even have the basics in place to be able to handle this funding."

The government watchdog's revelations come as Dr. Anthony Fauci, former director of the National Institute of Allergy and Infectious Diseases (NIAID), testified before lawmakers. During a closed-door disposition before members of Congress, Fauci admitted his agency did not conduct oversight of the foreign labs it funded. '"[Fauci] never read the grant proposals; he would just sign off on it," Andrzejewski remarked. "It's amazing how fast the National Institutes of Health or any federal agency loses track of U.S. taxpayer dollars."

"In this investigation with Sen. Ernst and our team … we found that after a grant gets paid out to an entity and the entity … pays out a sub-grant, the sub-grant from there isn't ever tracked. There is the potential for a great taxpayer money laundering scheme at the federal level. This is why we need to get to the bottom of this."
