The Middle East Eye (MEE) reported that Downing Street pre-planned these social media campaigns in case terror attacks in the U.K. occur. True enough, the campaigns were utilized during such attacks in the country, including the London Bridge and Finsbury Park Mosque attacks that both happened in 2017.
The campaigns include carefully tested hashtags, selected Instagram images and "impromptu" street posters that are printed before possible attacks occur. Statements from politicians, vigils and inter-faith activities are also worked out and arranged by contingency planners.
Within hours of an event, campaigns are quickly set up with conceived "heart" posters distributed based on the location of the attack. There are also arranged plans for people to give away flowers at the site of the crime in supposedly spontaneous gestures of love and support for victims.
According to some individuals engaged in their production, the "controlled spontaneity" campaigns seek to form public responses. The said campaigns urge people to concentrate on empathy for the victims and a feeling of unity with outsiders, instead of reacting with anger and violence.
The idea for the campaigns first sprung up in 2011, when social media platforms were tapped by protesters during the Arab Spring. Multiple riots were happening across English towns and cities in the summer of that year. One senior leader working at the contingency planning said the riots "absolutely terrified" the British government, led by former Prime Minister Theresa May that time.
"Controlled spontaneity" campaigns laid out ahead of 2012 Olympics
According to MEE, the campaigns – which can be described as a "mind control" effort – were laid down in advance of the 2012 London Olympics to "corral the Princess Diana-esque grief" anticipated to come out after any mass casualty attack. While no such attack occurred at the Olympics, variations of the campaigns were rolled out in the wake of every attack in the U.K. – including the two 2017 incidents.
"The point [where] I noticed change was the Olympics. The management of the secret, hidden emergency planning work behind the Olympics became the social control that we would fall back on if we had any terrorist attack, or if we had any disruption. It's 'this is the hashtag we go to.' And we've never come back from those days," said another veteran U.K. contingency planner.
"This job has changed significantly from planning for organic, people responses to tragedy, to being told: 'We would like the people to do that, how do you get them there?' A lot of the public's responses are spontaneous, of course. But a lot are shaped. The [British] government doesn't want spontaneity: it wants controlled spontaneity."
On the issue of terrorism, Downing Street also renewed its counter-terrorism strategy – with the controlled spontaneity campaigns – to protect U.K. citizens from new, emerging and persistent threats. A report from the U.K. Home Office noted that the shift in strategy came as a response to "self-initiated terrorists who are working independently from organized teams with growing personal ideologies and depraved views utilized to justify violence." "As the nature of terrorism continues to evolve and endure, so must we," said British Security Minister Tom Tugendhat. "We will ensure that our response to the terror threat continues to be world-leading and ensure we have a strategy that allows people to go about their lives freely and with confidence."
