Obama played primary role in taking over Soviet-era bioweapons labs in Ukraine, documents show

Newly leaked documents show that Barack Hussein Obama (aka Barry Soetoro) led the charge during his White House occupation to seize control over Ukraine's Soviet-era bioweapons facilities.

Obama reportedly converted these antiquated facilities into "biological threat reduction laboratories," though many allege that they are actually biological weapons facilities.

The National Pulse got the scoop on the reports and documents, which show that Obama played a key role in outfitting the Ukraine-based biolabs to handle "especially dangerous pathogens" (more on that is available in our earlier report).

One of the now-deleted reports shows that one such biolab was opened in Odessa, Ukraine, under the Nunn-Lugar framework. Planning for this facility began back in 2005 when Obama was still an Illinois senator, and he reportedly worked with fellow Sen. Dick Lugar, a Republican, to usher the project through the build-out process.

"U.S. Sen. Dick Lugar applauded the opening of the Interim Central Reference Laboratory in Odessa, Ukraine, this week, announcing that it will be instrumental in researching dangerous pathogens used by bioterrorists," reported BioPrep watch in a now-deleted post.

"The level-3 bio-safety lab, which is the first built under the expanded authority of the Nunn-Lugar Cooperative Threat Reduction program, will be used to study anthrax, tularemia and Q fever as well as other dangerous pathogens," the report added.

Lugar himself explained that the continuing cooperation of Nunn-Lugar partners throughout the process has "improved safety for all people against weapons of mass destruction and potential terrorists, in addition to advances in the prevention of pandemics and public health consequences."

Has the U.S. government been surveilling the risk of biological attacks or planning them?

The Defense Threat Reduction Agency issued a Broad Agency Announcement in March 2015 that delves deeper into what supposedly went on as part of the U.S. government's "Fundamental Research to Counter Weapons of Mass Destruction (C-WMD)" (that announcement was amended in January 2019).

A section about the Cooperative Biological Engagement Program (CBEP), a component of the Department of Defense's (DoD) Cooperative Threat Reduction (CTR) Program, discusses the "danger to U.S. and global health security posed by the risk of outbreaks of dangerous infectious diseases, whether natural or manmade."

"Consistent with the national and departmental strategies, CBEP strives to address this risk by promoting best practices in biological safety and security, improving partner country capability to safely and rapidly detect and report dangerous diseases, and establish and enhance international research partnerships that focus on informing the disease surveillance network," that section further explains.

The document goes on to outline methods of disease surveillance, partners such as the World Health Organization (WHO), and other elements of disease creation and spread. The details presented sound a whole lot like what would happen later in 2019 with the advent of the Wuhan coronavirus (Covid-19).

Russia says U.S. continues to build bioweapons in Ukraine

None of this would have been possible had Obama and Lugar not laid the groundwork for it in 2005 by entering into a partnership with Ukrainian officials to take over the laboratories where biological weapons are "studied," and more than likely also created.

"Lugar and Obama also helped coordinate efforts between the U.S and Ukrainian researchers that year in an effort to study and help prevent avian flu," one of the reports obtained by the Pulse explains.

"The Nunn-Lugar Act, which established the Cooperative Threat Reduction Program, was established in 1991," that same report adds.

"Since that time, it has provided funding and assistance to help the former Soviet Union dismantle and safeguard large stockpiles of nuclear, chemical and biological weapons."

The Pulse also cited a 2011 report from the U.S. National Academy of Sciences' Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories that explains how the Odessa-based laboratory specifically is responsible for identifying "especially dangerous biological pathogens."

Obama and Lugar together traveled to Ukraine around that time as part of a Senate oversight delegation tasked with ensuring that this and other weapons sites were secured.

"The two met in Kiev with President Victor Yushchenko, making the case that an existing Cooperative Threat Reduction Program covering the destruction of nuclear weapons should be expanded to include artillery, small arms, anti-aircraft weapons, and conventional ammunition of all kinds," a 2014 DailyMail Online (U.K.) report revealed.

"After a stopover in London, the senators returned to Washington and declared that the U.S. should devote funds to speed up the destruction of more than 400,000 small arms, 1,000 anti-aircraft missiles, and more than 15,000 tons of ammunition."

Obama claimed at the time that the CTRP successfully disposed of thousands of weapons of mass destruction. He also received $48 million in federal funding to destroy thousands of tons of guns and ammunition, leaving Ukrainians defenseless against a Russian invasion.

Now, Russian authorities are claiming that the U.S. took over the Soviet-era bioweapons labs and started producing its own there.

"The Pentagon built two biowarfare labs and they have been developing pathogens there in Kyiv and in Odessa," claims Russian foreign minister Sergei Lavrov, who compared the presence of these biolabs in Ukraine to the U.S. Weapons of Mass Destruction program allegations levied against Iraq in 2003 as a pretext to the toppling of dictator Saddam Hussein.

"The Russian Federation had good reasons for conducting a special military operation to demilitarize Ukraine," added Leonid Slutsky, head of the Duma Committee on International Affairs and a member of the Russian delegation in talks with Ukraine.
