The New Energy and Industrial Technology Development Organization (NEDO) plans to invite proposals for FY2005 international joint research under the “Development for Safe Utilization and Infrastructure of Hydrogen” project as outlined below.

1. Research Outline
NEDO will invite international joint research teams to tackle technological challenges concerning the production, transport, storage and safe utilization of hydrogen or fuel cells that need to be overcome for commercialization of fuel cells. Applicants submitting a proposal must organize an international research team consisting of domestic organizations and foreign-based researchers and/or organizations (hereinafter “Foreign Participants”).

2. Research Period, Scale and Budget per Theme
(1) Research period: 14 months from the date of entrustment contract signing, in principle
(2) Research scale: 400 million yen
(3) Budget per theme: up to 30 million yen

3. Implementation Framework
NEDO will conclude entrustment contracts with domestic organizations. The domestic organizations and Foreign Participants will then execute re-entrustment contracts concerning their international joint research and formally organize international research teams. As a condition to participate in this research, Foreign Participants must have past achievements or notable research papers related to the themes proposed by domestic organizations.

4. Proposal Submission Information
(1) The proposal submission period is planned from September 20th (Tuesday) to October 31st (Monday).
(2) Proposals must be prepared in Japanese.
(3) Information regarding an explanatory meeting will be announced at a later date on NEDO’s Japanese-language Web site.

5. Others
(1) Domestic organizations and Foreign Participants must present their research results at a presentation meeting held in Japan by NEDO before the end of the research period.
(2) Domestic organizations and Foreign Participants must also present their research results at an international scientific meeting or publish them in a scientific journal as co-authors after the end of the research period.
(3) Intellectual property rights and research results will, in principle, be attributed to domestic organizations. However, in the event a domestic organization intends to attribute intellectual property rights or other research results to Foreign Participants, the domestic organization and Foreign Participants must provide for this and any other necessary matters in their contract for this international joint research.

6. Proposal Guidebook
Information regarding a proposal guidebook will be announced on NEDO’s Japanese-language Web site on the starting date of the proposal submission period.
