Schwarzenegger proposes massive solar plan for California

California governor Arnold Schwarzenegger wants Californians to install one million rooftop solar photovoltaic arrays over the next decade to take advantage of the state's continual sunshine. The state will provide rebates of up to $5,000 for consumers who install the rooftop arrays, and a tax break of 7.5% of state taxes.
California residents can take advantage of the state's abundant sunshine by installing solar roofs; an effort encouraged in Gov.
The intent is to install one million photovoltaic solar energy systems in California homes over the next decade.
The amended legislation, SB1, co-authored by senators John Campbell (R-Irvine) and Kevin Murray (D-Culver City), is currently in the senate committee for review.
"The Million Solar Roofs initiative is the biggest and most important plan in the United States to accelerate solar electricity," said Keith Hammond, spokesperson for Americans for Solar Power.
Solar roofing consists of photovoltaic window panels made of silicon that produce energy from sunlight.
Campbell estimated the cost of installing solar roofing for an average house at $13,000.

Panels generate energy from the sunlight, cutting down on costs during California's peak usage hours, when a high amount of energy is typically used in the afternoon.
Consumers can net meter, where electricity companies like Pacific Gas & Electric credit consumers for their electricity, according to Hammond.
Other benefits could include the opportunity for home and business owners with solar panels to apply for rebates worth up to $5,000.
California residents may also receive a tax credit of 7.5 percent deductible off their taxes if they purchase solar roofing.
"It is a very complicated formula, but bottom line is that we support a variety of solar bills.
Moreno explained the high demand for electricity during peak hours gets expensive, and PG&E would not lose money at this point with an increased use of solar panels.
TB 15, the agrarian effort, creates the most energy of the three houses, providing a negative figure in the energy bill, while the other two use positive figures.
