Pennsylvania Representative proposes banning teens using cell phones while driving

Although many opponents of bills banning cell phone use while driving feel they don't address the bigger problem of inattentive driving, Rep. Craig Dally, R-Penn., feels the problem lies mainly with teens, and the Morning Call reports he is proposing a bill that would only ban cell phones from use by drivers who had learning permits and junior licenses.
