When a food crisis swept southern Africa, two of the countries hardest hit—Zambia and Zimbabwe— refused the U.S. offer of corn and soybean donations out of fear they would introduce genetically engineered material into their own agriculture (and thus, also, eliminate them forever from contention as future exporters to Europe).
